Guillaume Klossa, ancien conseiller spécial sur l’intelligence artificielle du président de la Commission européenne, ancien sherpa du groupe de réflexion sur l’avenir de l’Europe au Conseil européen et président d’EuropaNova, nous présente la nouvelle initiative portée par son association pour introduire le sujet de la puissance comme élément cardinal de la politique européenne. Sauvons l’Europe s’associe à ce cycle de réflexion.
Après le Conclave, vous lancez aujourd’hui l’Europa Power Initiative. Que visez-vous à travers ce nouveau projet ?
Guillaume Klossa : Il s’agit d’une initiative de personnalités de l’ensemble du continent, portée par une coprésidence collective. Elle rassemble des politiques avec une vision de long terme, des chefs d’entreprise, et notamment deux chefs d’entreprise français co-CEO d’Eurazeo qui contribuent au débat par un “White Paper” ambitieux sur l’investissement en Europe, le président de Vodafone également président de l’European Roundtable qui rassemble les 50 premières entreprises européennes, des syndicalistes avec la Confédération européenne des syndicats, des intellectuels comme Slavoj Žižek, qui est aujourd’hui l’intellectuel européen le plus connu au monde. Cette initiative s’appuie sur un comité de pilotage présidé par Gilles Briatta, ancien conseiller Europe du premier ministre et comprenant notamment les représentants des grandes collectivités partenaires (Région Grand Est, Strasbourg, Collectivité européenne d’Alsace). Elle incorpore au total une centaine de co-fondateurs dont des prix Nobel et Médaillé Fields et des artistes connus mondialement ainsi que de jeunes citoyens européens mais aussi des fondateurs au-delà de l’Union parce que l’Europe ne peut pas construire sa puissance et son influence en vase clos.
L’Europe doit intégrer dans sa réflexion les transformations du monde. Elles sont considérables, extrêmement rapides, et la vision qu’on pouvait en avoir il y a cinq ans et celle qu’on aura dans cinq ans, n’auront strictement plus rien à voir. Il faut ajouter que nos pays, individuellement, ont structurellement perdu énormément en influence, ce qui impose aux Européens de renouveler, renforcer, recréer collectivement des relations avec des puissances comme le Brésil, l’Indonésie, l’Inde, ou l’Afrique du Sud. Dans un contexte où la suprématie européenne post-coloniale a été remise en question partout dans le monde, le reste du monde s’attend à une Europe qui se transforme et qui revoit, révise profondément les rapports qu’elle a avec le monde, qui sont encore trop marqués de la suprématie européenne.
C’est une initiative qui vise à ouvrir un débat national, européen, mondial sur la puissance, à un moment où ce débat n’existe pas alors que c’est précisément la volonté de superpuissance brute de grands pays qui sont en train d’organiser le monde, sans que les Européens aient leur mot à dire. L’enjeu est donc d’entamer avec nos partenaires un débat sur le type de puissance dont le monde a besoin pour relever les défis de l’humanité, mais aussi pour être en mesure d’influencer le présent et l’avenir. Au final, il s’agit de se demander si l’Europe elle-même ne doit pas devenir une superpuissance globale, durable, responsable, donc d’un genre nouveau. Il ne s’agirait pas d’une superpuissance impérialiste, mais d’offrir une alternative à ceux qui refusent que le monde soit séparé entre deux superpuissances qui définissent leur zone d’influence tant économiquement, technologiquement que géographiquement.
Vous posez donc le sujet en termes de puissance ?
L’intérêt du débat sur la puissance, c’est que contrairement au débat sur la souveraineté, dont chaque pays à sa propre définition qui ne correspond généralement pas à l’idée que les Français en ont, il s’agit d’un débat concret et intelligible pour tous. Ce sujet peut devenir, si les Européens le souhaitent, une priorité absolue. Concrètement, les politiques européennes pourraient contribuer au renforcement de la puissance des Européens, dans un espace international où aucun de nos pays, même le plus important, l’Allemagne, n’est considéré dans le reste du monde comme une puissance en perte de vitesse.
Pour mettre en œuvre une telle politique de puissance, les Européens ont énormément d’atouts, et notamment économiques en matière de recherche ou financière. C’est l’Europe aujourd’hui qui finance les États-Unis, et il y a un véritable enjeu à ce que les investissements européens servent les intérêts européens. Les Européens appliquent en matière de régulation financière et bancaires des règles qui limitent la prise de risque dictées par les Américains, lesquels s’en dédouanent aujourd’hui. Il est peut-être temps d’avoir une discussion sur le rééquilibrage de ces règles pour que les banques européennes puissent reprendre le rôle de leadership mondial qu’elles avaient au début de ce millénaire. L’euro est une monnaie stable qui pourrait être une monnaie refuge. Il nous faut réfléchir à la manière de renforcer l’euro face à un dollar dont le cours peut être complètement erratique. Les institutions européennes sont également remarquablement stables, en particulier face à des institutions américaines qui laissent à s’interroger. Enfin les chercheurs européens sont recherchés dans le monde entier grâce à notre capacité de former de l’excellence. Cette capacité doit sans doute être renforcée pour nous permettre de garder nos scientifiques et d’attirer les meilleurs chercheurs du monde.
Nous disposons donc de nombreux atouts, mais qui appellent une stratégie d’ensemble pour donner lieu à un agenda de puissance et de développement économique pour les Européens afin de dépasser les limites structurelles d’un potentiel de croissance aujourd’hui bien trop faible. Le rendez-vous pris à Strasbourg, les 26 et les 27 novembre est une prise de contact initiale qui vise à rassembler de manière publique une assemblée constitutive pour lancer l’Europa Power Initiative. Nous voulons créer un réseau ouvert de leaders d’opinion. Si l’on veut que les citoyens se réapproprient la chose européenne, il est important aussi que ces personnes travaillent de concert plutôt qu’isolées.
Après une décentralisation des échanges, nous nous retrouverons dans un an – idéalement à Strasbourg – pour une conférence de même niveau que le Munich Security Forum, qui est la conférence de référence au niveau mondial sur la sécurité. L’Europa Power Conférence Strasbourg doit permettre de consolider toutes les réflexions qui auront eu lieu entre-temps. Plusieurs parlements nationaux ont déjà fait part de leur intérêt pour relancer cette démarche, et notamment les commissions des affaires étrangères françaises et allemandes, par la voix de leur président, Bruno Fuchs et Armin Laschet, mais d’autres pays de l’Union ou au-delà, comme par exemple les Britanniques ou les Turcs, pourraient être associés pour créer vraiment une dynamique de réflexion réellement continentale.
Il est fondamental, enfin, que toutes les associations, toutes les entreprises, toutes les institutions qui le souhaitent puissent s’associer à cette démarche. Dans le monde des associations européennes, nous nous réjouissons que le Mouvement européen, Euclid, le réseau des entrepreneurs sociaux européens, EuropaNostra, Sauvons l’Europe et bien d’autres soient des organisations cofondatrice avec EuropaNova qui est l’opérateur de l’initiative.
